Objective
- Plan, evaluate and review policies on roads, rails, airports, ports and public facilities that support other sectors to maintain economic growth rates.
- Ensure adequate transportation, communication and public facilities services are adequate, efficient and cost effective and they can be provided competitively.
- Ensure adequate allocation is provided in line with sector priorities and determines relevant agencies have the capabilities and capabilities required to implement development programs.
- Monitoring and coordinating the implementation of plans / projects can be implemented and completed as planned.
Main Function / Role
- Draft policies, strategies, plans and programs relating to the development of public infrastructure and facilities including roads and bridges, urban and rail transport, ports, commercial and water and sewerage sources.
- Draft criteria’s for evaluating infrastructure projects and public facilities for research and implementation pricing.
- Provide list of infrastructure and public infrastructure projects for review and implementation stage.
- Provide list of infrastructure projects and public facilities to obtain foreign technical assistance / financing.
- Prepare a Five Year Plan and Mid-Term Review of the Five Year Plan.
- Inspection of annual budget estimated, scope changes and preparation of notice of change for infrastructure projects and public facilities.
- Preparation of a paper / memorandum to the Cabinet / Minister and agencies to give feedback on the Memorandum of Jemaah Menteri.
- Monitor the implementation of infrastructure development projects and public facilities.
- Carry out and implement any tasks instructed from time to time.

Objectives
Agriculture Division has been entrusted to formulate and review agriculture policy and also preparing comprehensive medium and long term plan to make agriculture sector more competitive. Besides that, this Division also responsible for preparing way forward of the policy for modernization and development of sustainable agriculture sector. In connection to that, focus was given to encourage high value agricultural-based activities as well as other activities along the value chain. Division also hope to develop agriculture sector to capitalize on market opportunities and enhance the capabilities of the sector in addressing current issues.
Key Function
- Review existing and formulate new policies and strategies for the medium to long term development of the agriculture sector and agro-based industry in moving the economy up the value chain;
- Analyse current agricultural issues and future trends as well as undertake studies to identify new approaches for the innovative development of the agriculture sector;
- Allocate funds for agricultural development programmes and projects and evaluate progress and achievements of the implementation; and

Value Management
Implementation of Value Management (VM) aims to identify and provide options as well as to remove components and costs that do not contribute to the value of services, systems and projects without compromising the objectives and functions.
VM is defined as a systematic and innovative multi-disciplinary approach to study the specific functions of a program, design, product, service, project, facility and system to achieve better value and optimal cost without affecting the performance level of the program / project.
To ensure that program / project execution costs reach value for money, the Government has determined that all projects within the Five Year Development Plan worth RM50.0 million and above need to go through the value management process.
The Ministry of Economic Affairs has taken a major step in turning VM into a program / project planning tool starting with the 10th Malaysia Plan by issuing UPE Circular No. 3 of 2009 and updated in the UPE Circular No. 1 Year 2015 which requires all programs / project worth RM50.0 million through VM process.
Value management processes involve all stakeholders to evaluate and find alternatives at optimal cost without affecting project objectives, functions and quality.
Value Management has been conducted on the 10MP programs and projects worth RM50.0 million and above has shown that VM has provided maximum savings and benefits if implemented in the early stages of program / project planning, where the actual scope, function and cost project can be finalized.

Background
Since the formation of the Economic Planning Unit, in the Prime Minister's Department, in 1961, the Macroeconomics Division (MED) has been responsible for the preparation of the medium and long term macroeconomic framework forecast as well as the formulation of macroeconomic policies and strategies. This includes the five year development plans, such as the Eleventh Malaysia Plan, 2016-2020 and the Mid-Term Review of the Eleventh Malaysia Plan, 2016-2020. The main aim is to set the direction of economic growth, identify sources of growth, and the allocate resources, including recommendation on the development expenditure ceiling. MED also advises its main stakeholders including the Minister on current economic issues and prospects in the short, medium and long term. MED also provides input to other Government agencies on matters such as Malaysia Productivity Blueprint and Services Sector Blueprint. It also provides lectures, talk and technical assistance through the Malaysia Technical Corporation Programs (MTCP) to developing countries.
MED is responsible for preparing and providing briefings on the planning and developing process, current economic issues and prepare relevant papers on specific issues to other Government agencies, private sector and foreign visitors. MED is also given the responsibility to manage the national economic database for internal use and for the MEA website.
Objectif
- Formulate macroeconomic policies and strategies toward achieving Vision 2020.
- Prepare the macroeconomic framework to guide towards strengthening economic growth at an optimum level with effective utilisation of resources.
- Recommend the size of Federal Government and public sector expenditure by taking into consideration the need to implement prudent fiscal policies.
- Monitor the effectiveness of national development policies and strategies in relation to the long term goals.
Main Function
- Formulate development policies and strategies on national income and expenditure, balance of payments, and the public sector account;
- Forecast on macroeconomic key variables in short, medium and long term for the five year development plans, mid-term review, and the outline perspective plans;
- Analyse economic performance and prospects by sectors;
- Study the components of domestic aggregate demand particularly from consumption and investment perspectives;
- Identify new and potential economic growth;
- Study and analyse the structural change in the economy;
- Monitor the effectiveness of fiscal policies, primarily consolidated public sector expenditure and financing;
- Monitor performance in external trade, balance of payments and foreign exchange;
- Analyse and forecast Gross Domestic Product (GDP) by sectors;
- Monitor and ensure stable and moderate increase in domestic price level as reflected by the CPI and PPI;
- Update the MEA website on key economic indicators;
- Publish the Malaysian Economy In Figures booklet annually;
- Monitor the current economic performance and indicators as well as prepare papers for meetings on Current Economic Performance for:
- Conference of Rulers;
- Secretaries General and Heads of Service;
- Federal Government and State Government Liaison Committee;
- Heads of Federal Department; and
- Chief Executives of Federal Statutory Bodies.
- Prepare draft for the Royal Address for the Opening Session of Parliament on the economy, replies for Parliamentary questions, comments on Cabinet Papers, and feedback on Cabinet Meeting's decisions;
- Prepare and conduct presentations to Heads of Foreign countries/senior officials/foreign and local visitors on Malaysia's economic development and matters related to the economy;
- Act as secretariat with the Malaysian Productivity Corporation for the National Productivity Council; and
- Other duties as directed by the Secretary General of MEA, from time to time.
The Macroeconomics Division (MED) formulates and recommends macroeconomic policies and strategies towards achieving high and sustainable economic growth for Malaysia to achieve Vision 2020. In this connection, MED pledges to perform its duties objectively and professionally within the time frame in line with the Division’s key functions, by:

Services Industry Division was established as a result of the rebranding of the Economic Planning Unit in 2007. The division started its operation on the 1st of August 2007 and it was established to serve the services sector better, as it is the biggest contributor to the gross domestic product (GDP)
Objective

The manufacturing sector is the largest contributor to total exports and second largest to GDP. Small and medium enterprises (SMEs) are an important part of the economy in terms of production, job creation and ease of distribution of income. In the development agenda to improve productivity and competitiveness of the country, especially in manufacturing sector and SMEs, science, technology and innovation (STI) plays an important role.
Objective
The Manufacturing, Science & Technology Industries Division is responsible for planning and formulating policies, strategies and programs for the manufacturing sector, STI and development of SMEs to increase productivity and ensure Malaysia remains on track to become a developed and inclusive nation.
Main function
- Designing, planning and reviewing the policies, strategies and development programs of the manufacturing sector, SMEs as well as science and technology in driving the country's economic growth
- Evaluate, coordinate and certify development programs/projects for Ministries and related agencies in the development of the manufacturing sector, SMEs as well as science and technology;

Knowledge Economy Division (BKE) was formed from the reorganization of the then Evaluation Section, Economic Planning Unit (EPU), Prime Minister’s Department (JPM) in the year 2007. Background
Environment and Natural Resource Economic Division (SEASSA) is a section established in accordance with Public Services warrant decisions A106 and A110 effective June, 2003 under the Macro Planning Division of Economic Planning Unit. Initially, SEASSA is a sub-section within the Regional Economic and Environment Section (SEW&AS).
Sustainable development involves socio-economic development that has minimal impact on the environment by optimally utilizing resources to ensure the right of future generations. Hence, the establishment of SEASSA is to ensure sustainable socio-economic growth planning through balanced and effective development of policy and development planning by taking into account the importance of the three dimensions of sustainable development such as economic, social and environmental. This is to support the achievement of developed nation status by the year 2020 and at the same time ensuring that emphasis is placed on economic growth that can ensure good environmental quality and a clean, healthy and safe environment for the people. SEASSA serves as a focal point in the MEA by promoting sustainable growth through a green growth approach that ensures all sectors of the economy taking into account the importance of the environment, sustainability of natural resources and high resilience in its design.
Furthermore, SEASSA also assesses the need, effectiveness and monitor the implementation of development projects to ensure that it achieves the country's sustainable development objectives. To support ministry / agency initiatives, SEASSA also takes a proactive role in the implementation of strategic studies that can lead the country towards sustainable development and further strengthen institutional and capacity to address environmental and environmental issues at the national and international level. To ensure SEASSA's roles and responsibilities can be implemented efficiently and effectively, the SEASSA organizational structure is divided into five main sub-sectors as follows:

Main Function
- To monitor and facilitate the implementation of natural resource and environmental development projects involving the Ministry of Water, Land and Natural Resources (KATS), Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC);
- To promote and develop environmental / natural resource policies / plans / programs to align with sustainable development objectives;
- To conduct studies on economic instruments related to the environment and natural resources in examine the capabilities of planning instruments to be adapted to the environmental legislation;
- To plan, coordinate, facilitate and monitor the implementation of bilateral and multilateral aid programs as well as regional technical assistance programs related to the environmental and natural resources (excluding programs under GEF funding);
- To act as a focal point for the High Level Political Forum (HLPF) on Sustainable Development and coordinating international issues related to sustainable development and strengthening institutional development;
- To participate in environmental and natural resource consultation on sustainable development, climate change and biodiversity such as the environmental conventions such as the HLPF, the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Convention on Biological Diversity (UNCBD) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) to ensure that the country's economic interests are not compromised;

- To present Annual Reports and Statement of Accounts of State Economic Development Corporations in State Financial Officers meeting and National Financial Council in accordance to Incorporation (State Legislature Competency) Act 1962 ( Act 380).
- To process, analyze and obtain decision on application made by agencies listed under MEA on matters relating to loans, investment, establishment of subsidiaries, asset disposal and bonus or dividend announcements.
- To coordinate, propose and obtain decision on matters relating to amendments of act or M&A of statutory bodies or agencies, restructuring and merging, dissolve or establishment of new statutory bodies and agencies.
- To process and obtain decision on extension of time limit to submit Statement of Accounts of statutory bodies to National Audit Department.
- To process nomination, appointment and termination of Board of Directors and Board of Trustees of agencies listed under MEA.
- To function as Gas Competition Appeal Tribunal secretariat.

Background
Information Management Section is one of the sections that provide support and service facilities to all sections in the Economic Planning Unit (EPU).
Objectives
- Provide computer service facilities to all sections in Economic Planning Unit (EPU) involved in making National economic policy plans.
- Ensure analytical work on the economic data could be performed with ease, speed and accuracy.
- Provide complete hardware and software tools to supplement computer facility needs which are ever changing.
- Ensure officers and staff of EPU are adequately exposed with knowledge on computer technology by organising continuous training programmes.
Key Function
- Provide information and communications technology services and resources to support the mission, objectives and functions of the EPU.
- Design, develop, execute, maintain and upgrade the application system and databases to support the operational functions and management of the EPU.
- Prepare the ICT infrastructure ie. to design, develop, maintain, supervise and upgrade the EPU Local Area Network (LAN ).
- Manage the maintenance and operations of all computer hardware and software so that they are in good condition at all times.
- Manage, implement, coordinate and monitor ICT security in the EPU.
- Provide ICT training for staff members to enable them to become more IT literate.
- Provide consultancy and help desk service.
Being the Section that provides service and support facilities in Information and Communication Technology (ICT) to all Sections in Economic Planning Unit (EPU) and 1Malaysia Training Scheme (SL1M), this Section endeavours to implement the objectives and strategies that have been set to ensure all clients receive fast and effective services;
This Section undertakes to implement the duties and responsibilities entrusted to it with full dedication so as to continuously move towards achieving EPU objectives. In providing services to clients, we promise to:
- Provide the latest ICT facilities that meet the standards set by the Government;
- Ensure the computer network and all application systems being developed meet clients needs, are easy to use and function at all times;
- Ensure security of computer network, information in the database and other classified information are always protected;
- Develop and complete all new application systems together with its documentation and training within nine (9) months from date application is received, subject to the requirement by users that have been finalized and complications of the system;
- Provide feedback to every complaint received within one (1) working day, provide technical support within two (2) working days and solve problems within three to five (3 - 5) working days, subject to availability of parts from suppliers ;
- Ensure content on the UPE Website and other websites managed by UPE always up to date in accordance with the SOP that has been established and can be accessed at all times;
- Update database within one (1) week from day data is received and report is produced within five (5) days from the receipt date;
- Provide computer facilities with the ratio of one (1) PC to every officer (1:1); and
- Ensure EPU personnel exposed to the latest ICT technology through awareness and training programs on a regular basis at least two (2) times a year.

INTEGRITY UNIT FUNCTION
Based on Service Circular No. 6 of 2013, the Integrity Unit is responsible for implementing six (6) core functions as follows:
