Background

The Strategic Planning Division (BPSt) was established in January 2024 following the restructuring of the Economic Planning Unit, Prime Minister’s Department (EPU, JPM) into the Ministry of Economy. BPSt is responsible for managing matters related to policies and the functions of the Ministry of Economy as a ministry. Policy matters involving the role of the Ministry of Economy as a central agency are implemented by the relevant divisions.

Main Functions

  1. Planning and coordinating national socioeconomic development policies, particularly the preparation of the framework for the Five-Year Malaysia Plan documents;
  2. Preparing and updating the Ministry of Economy’s Strategic Plan, as well as monitoring the plan's implementation and the cultivation of organizational values;
  3. Preparing and coordinating papers, responses, and intervention notes for key government meetings attended by the Ministry of Economy’s political leadership and top management;
  4. Planning and coordinating change management in alignment with the Ministry of Economy’s Transformation Plan;
  5. Planning and implementing the Ministry’s Strategic Direction and KPI Retreat programs;
  6. Preparing, coordinating, and monitoring KPIs, including:
    • The Minister’s Performance Indicator (MPI) via the MyMPI System, based on the Malaysia MADANI Strategic Framework (KSMM);
    • KPIs for Top Management (PPTPA) and Ministry of Economy officers (Tiers 1 through 4); and
    • The Demerit Performance Evaluation (DEEP);
  7. Coordinating policy implementation by central agencies—such as the Public Service Department (PSD), the Ministry of Finance, and the Prime Minister’s Department’s Performance Acceleration Coordination Unit (PACU)—regarding:
    • Public Service Transformation implementation;
    • Outcome-Based Budgeting (OBB) coordination;
    • Public Service Performance Index (i-PPA) reporting; and
    • Monitoring the implementation of special MADANI programs;
  8. Providing secretariat services for the following committees to evaluate feasibility study proposals and policy directions based on study findings:
    • The Ministry’s Technical Steering Committee; and
    • The Ministry’s Policy Steering Committee;
  9. Planning strategic collaborations with various economy-related research agencies, including local bodies such as MIER, ISIS, and ASLI; and
  10. Coordinating visits and courtesy calls from domestic agencies.
