Background

The Strategic Planning Division (BPSt) was established in January 2024 following the restructuring of the Economic Planning Unit, Prime Minister’s Department (EPU, JPM) into the Ministry of Economy. BPSt is responsible for managing matters related to policies and the functions of the Ministry of Economy as a ministry. Policy matters involving the role of the Ministry of Economy as a central agency are implemented by the relevant divisions.

Main Functions

  1. To plan, formulate, establish, coordinate and monitor the policies and strategic direction of the Ministry of Economy.
  2. To coordinate the implementation of the preparation of the Five-Year Malaysia Plan.
  3. To coordinate the implementation of policies under central agencies such as the Ministry of Economy, Digital Department, Public Service Department (JPA) and Ministry of Finance (MOF), including:
    • Public Service Transformation;
    • Outcome Based Budgeting (OBB); and
    • Public Service Quality Index Assessment.
  4. To prepare and update the Ministry of Economy Strategic Plan, as well as monitor the implementation of the plan and the inculcation of organisational values, in addition to coordinating agency strategic plans.
  5. To coordinate the implementation of policies, strategies and programmes related to the MADANI Special Programme Monitoring and Bumiputera development.
  6. To serve as the secretariat for the following committees:
    • Ministry Policy Steering Committee;
    • Policy Technical Committee;
    • Socioeconomic Study Committee;
    • Strategic Plan Committee; and
    • OBB Committee.
  7. To coordinate the Ministry’s Retreat Programme.
  8. To prepare, coordinate and monitor the Minister’s Performance Indicator (MPI) and the MyMPI System based on the Malaysia MADANI Strategic Framework.
  9. To prepare, coordinate and monitor the KPI of top public service management officers and Tier 1 to Tier 4 officers of the Ministry of Economy.
  10. To coordinate feedback and intervention notes for key Government meetings attended by the Ministry of Economy’s Administrative Members and Top Management.
  11. To coordinate and manage courtesy visits by domestic delegations to the Ministry of Economy in collaboration with the Corporate Communication Unit.

    • Ministry of Economy Policy Steering Committee;
    • Ministry of Economy Policy Technical Committee;
    • Ministry of Economy Socioeconomic Study Technical Committee;
    • Strategic Plan Committee; and
    • OBB Committee.
  3. To coordinate the implementation of policies, strategies and programmes related to the Monitoring of the MADANI Special Programme and Bumiputera development.
  4. To coordinate the secretariat function for courtesy visits by domestic delegations to the Ministry of Economy in collaboration with the Corporate Communication Unit.
  5. To coordinate the preparation of feedback and intervention notes for key Government meetings attended by the Administrative Members and Top Management of the Ministry of Economy.
  6. To coordinate the implementation of specific policies established under central agencies, namely the Ministry of Economy, Digital Department, Public Service Department (JPA), and Ministry of Finance (MOF).
